Asset Baseline Study and Health Index Development

BCTC manages and operates the transmission system throughout British Columbia. This project comprised development of an asset condition assessment methodology, based on Health Indexing, to objectively measure and track the health of the transmission system. This process also supports BCTC’s regulatory submissions, which increasingly require justification for spending based on condition rather than age.

The project resulted in an objective, repeatable, and verifiable process of developing a health index for more than 30 asset classes in BCTC’s system and also included a field survey of each asset population.

The team included subject matter experts with extensive knowledge about the types of assets in the BCTC system. They formulated health indices based on identified degradation mechanisms and failure modes. These degradation mechanisms were associated with observable condition parameters that indicate the asset’s health relative to end of life. The project also included definition and summary of asset descriptions, demographics, degradation processes for each type of asset, and providing BCTC with a repeatable process for future audits so that BCTC can quantify and demonstrate the effectiveness of its system maintenance.
